Employer of Record

Hiring in Indonesia without setting up a local legal entity? Our Employer of Record (EOR) service enables your company to legally employ professionals in Indonesia without the time, cost, and regulatory burden of establishing your own subsidiary.

Accura serves as your legal employer in Indonesia, handling everything from employment contracts to payroll, tax reporting, and statutory benefits — so you can focus on managing your team and business operations.

What Does an Employer of Record Do?

As your appointed Employer of Record in Indonesia, we are legally responsible for:

  • Drafting and signing employment contracts in compliance with Indonesian labor laws (UU Ketenagakerjaan & UU Cipta Kerja).
  • Onboarding and managing employee documentation.
  • Payroll calculation and disbursement in Indonesian Rupiah (IDR).
  • Filing monthly income tax (PPh 21) and BPJS Kesehatan & Ketenagakerjaan.
  • Handling employee benefits, leave entitlements, and terminations when necessary.
  • Ensuring full compliance with local labor and immigration laws.

Your company directs the day-to-day tasks and performance, while Accura handles the legal and administrative responsibilities.

When Should You Use an EOR?

An Employer of Record is ideal for:

  • Market entry without entity – testing operations in Indonesia before establishing a PT or PT PMA.
  • Hiring remote/local staff – without setting up infrastructure.
  • Project-based assignments – temporary or fixed-term roles.
  • Urgent hires – when you need someone on the ground quickly and legally.
  • Compliance assurance – minimizing HR and tax risks.
